As far as I know the Chris Lee out of ROTK is official as it came from PJ himself you can find the article on AICN or TORn although he (Saruman)is apparently back for the ROTK EE.
From what I hear the scouring of the shire was never going to be in the films - Frodo's vision in Galadriel's mirror was sort of a nod to it...
